Getting loans to people in India

Hello all,
I am new to Kiva and was wondering how a person can get loans to people in India. I recently read in a National Geographics article about people who earn a living collecting rats from farmers lands. They get paid very little per rat; however, there is a new safer device that the people can use to collect more rats. The device isn't very expensive for most of us and I don't remember all of the details. I do know they are in the Tamil Nadu state and the tribe name is Irula. Please help
