MLF HUMO rate question?

Was just wondering how MLF HUMO who has been on Kiva since June 2007 has a n/a for the rate borrowers pay as well as the local rate? I am getting ready to have another loan this month and wanted to loan to Tajikistan again and was looking at this partner. Could someone enlighten me please?
