It is called a "precision hack" and was orchestrated by viewers of 4chan.  "moot" is the founder of 4chan (darn him, he stole part of my ubiquitous Internet name, grumble grumble...)

By the way, there's also a hacked video on the Time.com website (as in, not originated from Time.com, but placed there by 4chan hackers), talking about the voting, moot, and a rivalry between Stephen Colbert and Rain.

The poll is meaningless at this point, but I have to admit I'm impressed by the hack.
