How is that a sign?
"www2" or "www3" or "wwwX" in front of a domain name like povertyfighters.org is just designating another route for the http request within this domain. This could be used for load balancing, or for different roles or uses that the domain owner has designated.
In other words, the "www2" in front of povertyfighters.org doesn't necessarily have any different meaning than, let's say, some hypothetical prefixes like "vistors.povertyfighters.org" or "volunteers.povertyfighters.org" would have -- it's all in what the domain owners have decided to do with that domain prefix.
"www2" is definitely not a universal indicator of anything. It could and no doubt does mean different things on different sites.
